What Documents Are Required to Obtain a Learner’s Permit at the DPS?
A Learner’s License, also known as an Instruction Permit, can be obtained once you complete the first 6 hours of classroom training (the first 3 days) and are between the ages of 15-18.
To apply for the Learner’s License, you will need to bring the following documents to the DPS:
A VOE (Verification of Enrollment) form is obtained from the school where your student is enrolled, typically from the front office. This form provides the Texas Department of Public Safety (DPS) with documentation of the student’s enrollment and attendance status. To be eligible for an Instruction Permit, a student must be enrolled in school.
The VOE form is valid for only 30 days during the school year. For summer classes, students should request the VOE form from their high school during the last week of school. This ensures that the form will remain valid throughout the summer.
As of April 2, 2012, both parents and students must present two documents to verify Texas residency before the teen can obtain a permit or license. Additionally, parents must sign a Texas Residency Affidavit at the DPS office.

If you’re on a tight schedule and need to expedite the Driver Education course, consider our Fast Track service. This option requires significant cooperation from both the parent and student.
The Fast Track service is available for a fee of $95.00. With this service, the school administrator will handle the scheduling of your student’s driving times. Please note that a missed lesson fee of $25.00 will apply if you fail to attend a scheduled drive time.

Promotional rates must be paid in full at the time of registration. If you prefer to make payments, you can divide the total cost into 2 or 3 installments, with payments due each Monday of the class. Subsequent payments are due on the following Monday classes. All payments must be completed by the 15th day of class. Failure to do so may result in the student being unable to attend the last day of class, and a $25.00 late payment fee will be applied.
The Texas Graduated Driver License (GDL) system, established by Senate Bill 577, introduced a new set of licensing requirements for drivers under the age of 18, effective January 1, 2002. The GDL system includes two phases of driving requirements for minors, while the basic requirements for obtaining a license remain unchanged.
Applicants under 18 must hold an instructional permit (learner’s permit) for at least six months before they can receive a provisional Class A, B, or C driver’s license. Additionally, any instruction permit holder must be accompanied by someone who is at least 21 years old while driving.
Once the student has held a valid instruction permit or hardship license for at least 6 months, is 16 years old, and has completed both the classroom and driving portions of driver’s education, they are eligible to progress to Phase II.
Phase II imposes restrictions on drivers under 18 for 6 months after receiving their Class C driver’s license (Provisional Driver’s License). During this period, these drivers cannot have more than one passenger under 21 years old in the vehicle who is not a family member.
Additionally, they cannot drive between 12:00 a.m. and 5:00 a.m. unless attending employment, a school-related activity, or a medical emergency.
For the first 12 months with their Provisional License, drivers are prohibited from using a cell phone in any manner, including dialing, talking, or texting.
The license restriction will state: TRC 545 424 applies until mm/dd/yy. This date indicates when Phase Two restrictions will expire. After the 6-month period, the restrictions no longer apply. The driver can apply for a duplicate license at a DPS office to remove this restriction, for which a fee is required. Alternatively, the restriction will be removed upon license renewal on the driver’s next birthday, provided the 6-month Phase Two period has ended.
All licenses issued to individuals under 18, other than instruction permits, will be marked “Provisional.” These licenses will be vertical and will expire on the applicant’s next birthday after issuance. A fee is required for this license, and a renewal fee is required for each year of the renewal period. Renewal notices are not sent; it is the applicant’s responsibility to obtain a verification of enrollment and attendance from their school. If the license or permit is not due for renewal, a fee is required for a duplicate license or permit (e.g., lost license, address change, or removal of GDL restriction).
Our grading policy is designed to evaluate student progress according to state curriculum standards. To earn a grade of 70 or above, students must demonstrate mastery of the material through various methods. Mastery is assessed using the following criteria:

If you need to change or cancel a drive time, you must do so online at least 24 hours in advance. Cancellations made within less than 24 hours will incur a $25.00 no-show fee.
As of September 1, 2015, completion of the ITD requirement is mandatory for all teens taking a driver education course before they can take the driving skills exam. This applies to those who obtained their learner’s license through a teen driver education course. For students who received their learner’s permit via a 6-hour permit course or took the permit test at DPS, completing the ITD video is required to take the Road Test.
The ITD (Impact Texas Drivers) is a 2-hour informational video that must be completed prior to taking the driving skills examination administered by Asian Driving School. ITD must be completed before your Road Test.
